Position Description


The Chief Operations Officer will lead the agency's finance, facilities, small business incubator (BEGIN), and IT functions. This position will also include oversight for agency and programs budgets and financial compliance for grant funded programs, and is the direct liaison with the Archdiocese accounting department. The position reports directly to the CEO.

• Lead the agency's financial operations, including financial billings for grant funded projects, monthly financial analysis, budget coordination, forecasting, tax reporting (Form 990), state registration and external audits and inspections.
• Review and analyze monthly financial reports, and prepare monthly financial packages and analysis of results for CEO, Finance Committee and Board of Directors (BOD).
• Participate as a full partner in the activities of the Executive Management Team, including creation and execution of the agency Strategic Plan.
• Direct IT operations, including the client information management system and manage relationship with external/internal IT vendors.
• Manage strategy for all agency-owned facilities, with oversight for building maintenance and capital improvements.
• Act as director of BEGIN, a small business incubator, to ensure compliance with grant criteria, appropriate resource allocation, and creation and renewal of contracts with incubator companies.
• Responsible for program and non-program contract review and management, with support from legal counsel.
• Represent Executive Management and agency staff as liaison for the Finance Committee, and the Building and Maintenance Committee, of the BOD.
• Responsible for oversight of monthly efficiency and effectiveness metrics dashboard reporting in Finance.
• Manage daily cash analysis and projections.
• Review recording of cash receipts and disbursements.
• Oversee and coordinate annual budget preparation and reporting and monitoring of budget variances.
• Coordinate and manage the monthly forecasting process.

Supervisory Responsibility
This position is responsible for the direct supervision of the Controller, Facilities Director, BEGIN coordinator, and IT supervisor.

Work Environment
This job operates in a clerical office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands
This is largely a sedentary role; this would require the ability to lift files, open filing cabinets and bend or stand as necessary.

Position Type/Expected Hours of Work
This is a full time position. Incumbent is responsible for ensuring solid fiscal direction of St. Patrick Center.

This position requires travel to local business meetings, board meetings and mandated company sponsored events, as well as to offsite agency locations.

Required Education and Experience
• Bachelor’s degree in business administration or non-profit management
• Three to five years’ experience in financial management
• Experience in non-profit accounting policies
• Experience in cash management
• Expertise in process and system design and implementation
• Strong knowledge of budgeting, forecasting and financial analysis

Preferred Education and Experience
• Masters in Non-Profit Management, or similar, or MBA
• Familiarity of federal regulations from HUD, DOL & etc.
