Position Description

The Compliance Coordinator will be responsible for compliance with three (3) Rosati divisions:
(1) Rosati Integrated Treatment Services, (2) Rosati Semi Independent Apartments and (3) Rosati Comprehensive Community Treatment (CCT) Units. This Compliance Coordinator will be responsible for reviewing, coordinating and ensuring that all Rosati related funding contracts are in proper compliance. They will lead and assist with monitoring Rosati client files, to ensure files are properly established and maintained with their government agency guidelines and policies and procedures that authorized them. This position will be responsible for all recertification, lease signing and administration with funding sources designated at Rosati Place.

RESPONSIBILITIES
• Responsible for submission of all reports to HUD, MHDC, SLEFI, St. Louis City - SHP - HUD
• Responsible for client file documentation as required for contract compliance
• Understanding and competency of Enterprise Income Verification (EIV) system and ability to run EIV reports while in compliance of EIV
• Understanding of Home Fund regulations as they pertain to Rosati Apartments
• Understanding of IRS 8823/Section 42 Low Income Housing Tax Credit (LIHTC) Regulations and administration as they pertain to Rosati Apartments
• Ability to submit all required reports and certify all LIHTC tenants at Rosati Apartments
• Understanding Real Page/ “OneSite” software system for Rosati Apartments, LP and Rosati Integrated Treatment Services Program operations
• Completion of departmental paperwork and goals as outlined by grants and contracts
• Understanding and competency of Property Management responsibilities for all Rosati Apartments, Contracts and Funding Sources
• Track occupancy of beds and daily discharges as they occur for Rosati IRTS
• Oversee the acquisition and collection of funds from the residents for Rosati IRTS
• Process written notices and communication to clients, as applicable
• Oversee apartment standards/conditions to ensure highest quality for residents of Rosati apartments
• Assist with oversight of Rosati CCT scattered site apartments and ensure paperwork and housing compliance
• Work closely and collaborate with Director of Rosati Place
• Follow all guidelines and regulations set by HUD, MHDC, SLEFI, St. Louis City – SHP - HUD
• Responsible for ensuring highest quality of care for Rosati apartments
• Assist with budgeting and forecasting of Rosati operations and apartments
• Assist with the gathering and collection of client portion of rent
• Coordination with facilities, accounting, auditors and inspectors within facility
• Familiar with licensure guidelines
• Other duties as assigned

• Professionally represent the Rosati Place programs in the community as well as within the agency

• Ability to analyze problems and make sound decisions

• Excellent computer skills - Excel, Word, spreadsheets
• Ability to work independently

KNOWLEDGE AND EXPERIENCE
• Bachelor’s degree from an accredited university or college preferred
• 5 + years tax credit experience/Property Management Experience
• Experience working with and implementing Government and Non-Government grants
• Knowledge of Housing First
• Knowledge of Harm Reduction
• Reliable transportation is required

RELATIONSHIPS REQUIRED
• Reports to Director - Rosati Place
• Develop relationships with community partners and landlords
• Work closely with HUD, DMH, MHDC and other government partners
