Position Description

Summary
The Senior Director of Programs – Immediate Support, is responsible for outreach coordination and coordinated entry (CE) for the St. Louis City Continuum of Care (CoC), St. Patrick Center shelter programs and Welcome Center activities.
Responsibilities and Duties

Leadership:
• Serve as an active member of the SPC senior management team.
• Develop and implement policies and procedures for CE, Welcome Center, Outreach and shelter programs that reflect a trauma informed approach and meet COA and funder requirements and regulations.
• Provide leadership and direction to staff and managers in CE, Welcome Center, Outreach and shelter programs.
• Oversee the total program and financial budgets for all CE, Welcome Center, Outreach and shelter programs, and work directly with Senior Director of Program Operations and the Senior Director of Finance to ensure accurate reporting on spending, budgeting, forecasting and analysis of program outcomes and expenses.
• Develop a cohesive team environment.
• Assist in providing a service delivery system that focuses on establishing and maintaining client relationships with St. Patrick Center.
• Communicate regularly with other senior directors and the CEO regarding program and intake needs.
• Conduct weekly staff meetings
• Assist in the organization and preparation of special projects as needed by the CEOA

Coordinated Entry and Welcome Center:
• Responsible for the coordinated intakes of all clients entering St. Patrick Center. The primary function is to conduct oversight and supervision of the process of rapid assessments and referrals to appropriate services.
• Oversee the implementation of the expanded CE responsibilities which include the addition of case management, youth case management and Occupational Therapy.
• Develop and maintain relationships with the new CE partners which include Washington University OT programming and Youth In Need Case management.
• Coordinate the development and implementation of the progress/support management of clients as they receive services within the homeless service system.
• Monitor the consistency of intakes and referrals within all programs.
• Ensure coordinated entry requirements as outlined in the CE manual are followed.
• Serve as an active member of the CE committee of the CoC and participate in the monthly general CoC meetings.
• Manage the client application process for emergency support (e.g. Neighborhood Support) within Centralized Intake.
• Assist in the coordination of client flow from the Welcome Center to the point of program/agency service delivery.

Outreach:
• Implementation and oversight of new Outreach Coordination effort including hiring, training and support of staff.
• Develop and maintain strong relationships with outreach and CoC partners to ensure appropriate coordination of Outreach and CE efforts.
• Coordinate outreach efforts for the annual point in time count.

Shelter:
• Implementation and oversight of the expansion of the Women’s Night Program including new programming as needed.
• Oversight of any temporary or overflow shelters SPC is contracted for.

Required Education and Experience
• Bachelor’s degree in social work, counseling, or related field
• Prior Management experience
• Clinical experience in a non-profit or medical services environment
• Knowledge of budgeting, forecasting and financial analysis and compliance
Preferred Education and Experience
• MSW or Masters in a related field
• Experience managing a large team of people, both directly and indirectly
• Strong knowledge of compliance from state and local government funding.
• Clinical experience with persons who are homeless and/or with diagnosed behavioral health conditions

Work Environment
This job operates in a clerical office setting, as well in direct client service locations. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines and has regular engagement with agency clients and staff.
Physical Demands
This is largely a sedentary role; this would require the ability to lift files, open filing cabinets and bend or stand as necessary.
Position Type/Expected Hours of Work
This is a full time position. Incumbent is responsible for ensuring solid programmatic direction of St. Patrick Center.
Travel
This position requires travel to local business meetings, board meetings and mandated company sponsored events.
